Angela H. Taylor, Ph.D.

Dr. Angela Taylor serves as Director of the Center for Data Analysis and Quality (CDAQ) for Virginia Community Healthcare Association (VCHA). In this role, Angela leads the Association’s efforts in the Health Center Control Network (HCCN) and provides support to Virginia’s FQHCs thought data integration, training/technical assistance and value-based care. In addition, Angela directs the Association’s Community Health Center University Leadership Program, in partnership with the University of Richmond, to provide leadership development to VCHA’s member health centers. She also offers guidance on program activities, compliance, and budgeting related to federal, state, and local grants. 

Angela has over 22 years of development and research experience in both the academic and nonprofit sectors, focusing on providing quality data to support the activities and work funded by donors and grantors. 

Angela also has experience with program development and implementation, including outcome measurements, surveys, and data analysis. Throughout her career, she has worked to provide comprehensive programming guidance and expertise in writing, presenting, and reporting funded projects. 

Prior to joining VCHA, Angela served as Association Director of Impact for the YMCA of Greater Richmond for over six years in various leadership roles, including Director of Research Evaluation and Grants Management, and most recently as Association Director of Procurement, where she developed and managed the process and procedures for purchasing for the organization. 

Angela received her bachelor’s degree in Political Science, her master’s degree in Public Administration, Nonprofit Management, and her Ph.D. in Public Policy from Virginia Commonwealth University (VCU). She also holds certificates from Harvard University’s School of Business in Health Strategy and from VCU’s Nonprofit Leadership Program.
