Kyle Elliott serves as Chief Administrative Officer and Chief Legal Officer for the Virginia Community Healthcare Association (VCHA). In this role, he oversees operational functions, strategic initiatives, and legal compliance to support VCHA’s mission of expanding access to affordable, high-quality healthcare across Virginia, particularly in underserved areas.
As Chief Legal Officer, Elliott advises VCHA’s Board of Directors and member health centers on a wide range of legal matters, including contracts, healthcare laws and regulations, litigation, risk management, claims, insurance, intellectual property, labor and employment, and Virginia-specific legal compliance.
Kyle Elliott actively serves his community and health centers through various roles beyond his work with VCHA. He is a Commissioner on the Richmond Redevelopment Housing Authority, where he focuses on expanding access to primary care services for Richmond’s 10,000 public housing residents.
Elliott also serves on the Virginia Board of the Local Initiatives Support Coalition, collaborating with community organizations to revitalize underserved neighborhoods in the Richmond area. Through this role, he helps support community development efforts by providing grants, loans, and expertise to construct businesses, community centers, and affordable housing in low- and moderate-income neighborhoods.
Additionally, Elliott is a member of the Virginia Department of Health’s State Health Services Plan Task Force, where he contributes to efforts to streamline and improve Virginia’s Certificate of Public Need process.
Before joining VCHA, Elliot was an Assistant City Attorney for the City of Richmond and spent over five years as a Senior Associate at Ogletree Deakins, one of the nation’s largest labor and employment law firms. There, he represented management in employment-related legal matters, focusing on litigation, counseling, and advising employers on workplace issues.
Elliott earned his B.A. in Philosophy from the University of Virginia and his J.D. from William & Mary School of Law, where he served as a member of the William & Mary Bill of Rights Journal. During law school, he clerked for U.S. District Court Judge Gerald Bruce Lee in the Eastern District of Virginia. He is a 2018 graduate of the University of Virginia’s Sorensen Political Leadership Program and a 2024 graduate of the University of Richmond’s Community Health Center Leadership Program.
