HENRICO, VA (October 7, 2024) – The Virginia Community Healthcare Association (VCHA) has issued a request for proposal to determine a single source awardee capable of best fulfilling the laboratory service needs for VCHA and our member health centers to aid in our mission for the Commonwealth of Virginia to have the healthiest population in America.
The contract will be awarded on a variety of factors, including price, the ability to meet the stated criteria, the ability to provide services to all VCHA member health centers at the same level, the quality of educational materials and programs offered by the bidder and other regularly offered services. The contract will be for a three (3) year period, commencing on or about February 1, 2025, and continuing until February 1, 2028, and may be extended for up to three (3) additional individual years.
Contractors must meet the following criteria:
- Must be participating with all Virginia Medicaid and Medicare Managed Care Organizations.
- Must ensure daily pick‐up of lab samples, Monday through Friday.
- Must return lab reports, by electronic transfer, fax or email, within forty‐eight hours of pick‐up or provide a listing of lab reports for which this requirement cannot be met.
- Must process billing information back to the applicable health center within 30 days.
- Must warrant that indigent services can be provided to indigent patients at no charge and that neither VCHA or VCHA member health centers receive no direct or indirect compensation or renumeration for such indigent services from the indigent patient or any third-party payor, except as otherwise agreed to by the Parties.

(As a recipient of Federal funds under Section 330 of the Public Health Services Act, VCHA and FQHCs are required to adhere to all applicable federal procurement rules and regulations and other program expectations of the Health Resources and Services Administration (HRSA) Cooperative Agreements and FQHCs programs.
